ACA has posted an interesting Israeli proposal submitted to the NSG last March. It details a criteria-based approach for future NSG-states cooperation with countries that never bothered to sign the NPT.
Both the proposal and the accompanying media advisory make for interesting reading. For geeks, anyway.
