The rules are still there. Only now, there are six exceptions instead of five.
Given that the arms control crowd was happy to live with 5 exceptions while talking of “universal norms”, one would expect things to be normal soon after the shock wears on.
This is an entirely predictable development given that the NPT NWS would not fulfil their commitments.
